Spotted this weird Skoda Superb, i dont think its a test car, since a chauffer was driving it and it had temporary registration on it. What could it be then?

The white portion of the car, doesn't seem to be paint but some kind of sticker, used for camouflaging cars under going testing. Share you opinion what you think this Superb is?
